【摘要】:Thisdocumentspecifiesmethodsformeasuringtheleveloflossandsubstantialdelay,usingasurveyoftestletters,ofdomesticandcross-borderpriorityandfirstclasssinglepiecelettermail,collected,processedanddistributedbypostalserviceoperators.Itisimpossibleinpracticetodistinguishbetweenitemswhichwillneverarriveanditemswhichhavebeendelayedforaverylongtime.Aminimumperiodisthereforedefinedafterwhichanitemthathasbeensentshallbetreatedasifithasbeenlostorsubstantiallydelayedforthepurposesofmeasurement.Theresultingoverallfigureforlossandsubstantialdelayistobeexpressedasapercentageofthetotalpostedpriorityandfirstclasssinglepiecemail.Thisindicatordoesnotmeasurethepostaloperator'soverallperformanceinawaywhichprovidesdirectcomparisonofpostalserviceoperators,anddoesnotincludeotherserviceperformanceindicatorsotherthanthoserelatedtolossandsubstantialdelay.Accordingtothisdocument,lossandsubstantialdelayisestimatedwithinspecifiedaccuracylimits.Whentheleveloflossisverysmallitmayonlybepossibletoestimateanupperlimitforthelevelofloss.
